Looking to build a 50s panhead have and original 50s pan straight leg frame and have lots of Questions

One of my harley expert mates has told me that my frame that i have will not be able too be regestered in QLD as it has no frame numbers but others have told me this is incorrect as harley didnt stsrt numbering frames till the 70s??? Who has experience with this?
