Rusty butcher fat bob - skinny front tyre.. How?

Hi gents.
Fairly new here and was hoping you could help. Rusty butcher has put a narrow front rim and tyre on his fat bob. How can this be done? I'm assuming you can't leave exciting forks in and just change the tyre?

What would it cost do make the swap? I like the bike, but like a different front true.

Could you reuse forks and replace triple trees, rims and tyre?

Thats got to tip the bloody ugly meter right off the scale. get rid of everything except the turbo and then your onto a winner.
