Seems it's a lucky dip as to which way the wave shims are installed. If the two bottoms of the wave shim are against the peg they don't fall down. If the two bottoms of the shim are touching the peg perch it halves the pre-load and they fall down. Also, the '19s have a stronger shim with more pre-load.
